If you get a blue amulet to drop from a boss minion in a level 85 area, congrats it has the possibility of getting +2 to all skills when you craft it. It does not matter where you get this amulet, only that its ilvl is 88+. To get +2 to skills you need to have a blue amulet with an item level of 88+. Guides written by people much smarter than me that I trust, and the results speak for themselves. I have read every guide on this topic that there is to be found on the internet. I have crafted 5000+ caster amulets over the years. This is where it confuses the hell out of people, and this is the part people get wrong. What blue magic amulets should you use when you are attempting to get the fabled +2 to skills? Don't hunt down high ilvl jewels to use because you are wasting time. Don't waste your fancy rolled jewels on crafting because the stats on the jewel you use have no impact on the final result of your amulet. These are referred to commonly as "junk jewels".
